PLA General Staff Department
Electronic Countermeasures & Radar Department (电子对抗雷达部)
The Electronic Countermeasures & Radar Department, also known as the 4th GSD Department (总参四部) in its code name, is responsible for developing equipments, doctrines, and tactics for electronic warfare and information operations (Info Ops). The department is headed by a Director and two Deputy Directors.
Communications Department (通信部)
The Communications Department is the headquarters for the signal corps of the PLA, and a national-level organisation responsible for developing, constructing, operating, and maintaining the PLA’s nation-wide command, control, communications, computers, and intelligence (C4I) system. The department also works with civilian ministries and companies at the national and provincial levels to enhance PRC’s telecommunications infrastructure.
The department is headed by a Director, a Political Commissar, and four Deputy Directors. Its subordinate organs include:

Military Affair Department (军务部)
The Military Affair Department provides HR functions for conscripts and NCOs in the PLA (while the Cadre Department of the General Political Department provides HR functions for officers and civilian employees). It is responsible for developing relevant policies and regulations on personnel, warfare, discipline matters concerning conscripts and NCOs. The department is headed by a Director, a Political Commissar, and two Deputy Directors.
Military Training & Service Arms Department (军训与兵种部)
The Military Training & Service Arms Department was created in December 2003 by merging two previously separated departments: Military Training Department (军训部) and the Service Arms Department (兵种部). The new department oversees all aspects of training in the PLA ground forces, including general tactical training, college education, as well as specialised training in the four “technical” service arms – artillery, armour, engineering, and chemical defence. Its subordinate organs include:

- Combined Arms Tactical Training Bureau (合同战术训练局)
- College Teaching Bureau (院校教育局)
- Artillery Bureau (炮兵局)
- Armour Bureau (装甲兵局)
- Engineering Bureau (工程兵局)

Mobilisation Department (动员部)
The Mobilisation Department is responsible for militia, reserve forces, as well as the conscript recruitment work in the regular ground forces. It oversees the mobilisation departments in military region headquarters, Navy headquarters, and Air Force headquarters, and also works closely with the provincial military districts and people’s armed forces departments in managing militia, reserve forces and conscript recruitment. The department often uses the name of “the Ministry of National Defence Conscription Office” (国防部征兵办公室) in public. Its subordinated organs include Equipment Bureau (装备局) and Militia Bureau (民兵局).
Army Aviation Department (陆军航空兵部)
The Army Aviation Department is the headquarters of the Army Aviation Corps in the PLA ground forces. It oversees the army aviation divisions in the seven military region headquarters, and also directly controls some operational and training units and the Army Aviation College.
Guard Bureau (警卫局)
The "General Staff Department Guard Bureau" (总参警卫局) is the military identity for the Central Guard Bureau (中央警卫局), which is responsible for protecting the top PRC leaders and their families. Please see Central Guard Bureau for more details.
Political Department (政治部)
The Political Department is responsible for all political and Party affairs in the GSD. It consists of Organisation Department, Cadre Department (), Propaganda Department (), Liaison Department (), Security Department (), and Discipline Inspection Department ().
Confidential Bureau (机要局)
The Confidential Bureau is responsible for handling all confidential communications and documents within the GSD.
Management Bureau (管理局)
The Management Bureau provides services and support for the GSD and its subordinated departments and bureaus. Its responsibilities include transportations, medical support, food and fuel supplies, etc. It runs a large motor vehicle fleet and also runs its own farms.
Foreign Affairs Office (外事办公室)
The Foreign Affairs Bureau is responsible for military exchanges and accepting foreign military visitors. The bureau often uses the name of “the Ministry of National Defence Foreign Affairs Office” (国防部外事办公室) in public. Its subordinate organs include America & Canada Bureau (美大局), Europe & Asia Bureau (欧亚局), etc. The newly formed Press Bureau, known as "Ministry of National Defence Press Affairs Office" (国防部新闻事务办公室) in its public name, is also organic to the Foreign Affairs Office.
