The Second Artillery is headquartered in the Qinghe Compound located in northwest suburb of Beijing. The headquarters oversees the operations, training, plan, budgets, and deployment of SAC’s operational and support troops. The SAC headquarters is composed of four departments: the Commander Department, Political Department, Logistics Department, and Armament Department, mirroring the four general departments of the PLA.
The Commander Department is responsible for the operations, intelligence, training, and organisations of the SAC. The department includes the Second Artillery Command & Control Centre, which was reportedly established at Xishan in Beijing in 1986, with two alternative command centres reportedly set up in Wuwei (Lanzhou Military Region) and Mianyang (Chengdu Militarr Region). In the mid-1990s, an additional three alternative command centres were reportedly set up in Taiyuan (Beijing Military Region), Lushan (Jinan Military Region), and Weining (Chengdu Military Region). Subordinate second-level departments of the Commander Department may include: Operations Department, Intelligence Department, Training Department, Military Affair and Mobilisation Department, and Communications Department.

The Political Department is responsible for the political work and party affairs of the SAC troops. It manages personnel, propaganda, and morale affairs. Known second-level departments of the Political Department include: the General Office, Organisation Department, Propaganda Department, Security Department, Culture Department, and Liaison Department. Other organs may include Military Court and Military Procuratorate.
The Logistics Department is responsible for all logistics affairs within the SAC, including budgeting, transportation, fuel, equipment, health, armaments,
housing, and logistics training and research. Known second-level departments include The General Office, Transport Department, Materials and Petroleum, Oils & Lubricants Department, Capital Construction and Barracks Department, and Medical Department.
The Armament Department, formerly known as Technical and Equipment Department, is charged with engineering support, equipment maintenance, repair and overhaul of equipment, procurement, R&D, and storage.
