The General Political Department (GPD) is responsible for ideological indoctrination, political loyalty, morale, personnel records, cultural activities, discipline, and military justice, and it provided the party structure for the PLA. The GSD director is at the head of a system of political commissars assigned to each echelon in the PLA. The GPD maintains the Chinese Communist Party (CCP) structure that exists at every level of the PLA and ensures that military remain an organ of the party.
The GPD holds the influential position of overseeing the political education, indoctrination and discipline that is a prerequisite for advancement within the PLA. The GPD controls the political commissar system that serves as the CCP structure, as well as the law enforcement, legal and justice systems within the PLA. In addition, the GPD also controls the propaganda machine of the PLA, and sends representatives to the state propaganda organs such as Xinhua News Agency, China National radio, and China Central Television.
The GPD’s major responsibilities according to recent doctrinal materials are:
- Leading the political organisation of the PLA, including party building in the
Army, developing political plans, educating the PLA;
- Building the communist youth league in the PLA;
- Supervising, training and testing political cadres in the PLA;
- Managing the missions of the cadre and monitoring their accomplishments;
- Providing leadership for the accomplishment of security work for the entire PLA;
- Working with the CMC Central Discipline Inspection Committee to ensure compliance with CCP policy and regulations;
- Managing cultural work in the PLA;
- Supervising “mass work” (civil-military relations);
- Managing and conducting “liaison activities” for the PLA (propaganda activities and contacts with foreign armies);
- Managing and checking military trials and courts martial investigations;
- Carrying out political work in wartime
