In addition to the existing telephone communications networks, the PLA also operates the All-Army Public Data Exchange Network to provide data exchange service at national and theatre level. As the framework of the PLA’s strategic data communications network, the All-Army Public Data Exchange Network is responsible for the automatic transmission and exchange of data, image and text information within the PLA.
According to the report of the PLA Daily, the construction of the All-Army Public Data Exchange Network began in 1987. By the mid-1990s the network was able to cover most PLA units stationed in major cities and coastal regions across the country.
