The DMCS-1 is a fully digital mobile communications system developed by China Electronics Technology Group Corporation (CETC). The system provides both wired and wireless voice and data communications for ground troops. The transmissions and encryption are fully digitised to achieve better performance and security.

The system provides 12 frequency channels to form a radio communication network, in which both wired and mobile users can use voice/data transmission services simultaneously. The maximum transmission radius is 15km. The system has a transmission speed of 1,200~2,400bps. The system can also be connected to a local telephone network via analogue relays. Users can get access to the PTSN by the secondary dialling. When the system is used as a sub-system of a global network, its users can also become direct dialling users of the global network.
